Sir,
16
GOVERNMENT HOUSE,
HONG KONG,
23rd September, 1938.
I have the honour to acknowledge the receipt
of your despatch No.262 of 17th August, 1938, regarding
a forthcoming vacancy in the post of Deputy Shipping
Master in the Mercantile Marine Office of the Harbour
Department.
2.
The duties of the Deputy Shipping Master do not include such duties as inquiring into casualties, which are dealt with by the Harbour Master himself sitting in
a Marine Court. Nor has the Deputy Shipping Master any responsibilities for determining what course was followed
by a vessel on a voyage: such work would fall to the
Chief Boarding Officer.
The duties of the Deputy
Shipping Master may be enumerated as follows:
(i) To see that Ship's Articles are opened and
closed correctly.
(ii) To take charge of and administer deceased
seamen's effects.
(iii) To deal with distressed British seamen.
(iv) To keep the Board of Trade accounts and render
them quarterly.
(v) To deal with accounts regarding national
health and pension insurance.
THE RIGHT HONOURABLE
MALCOLM MACDONALD, M. P.,
&C.,
&C.,
&c.
